Memories. In the world of Wonderland, this is the currency, isn't it? Luckily enough, Time Lords have a thing with psychic connections.
The Doctor has the ability to see into another's mind and metaphorically walk among their memories. (He can see into their head, but he doesn't actually physically jump inside kind of metaphorical.) The person can choose to close a door to hinder him from seeing memories they don't want him seeing. This is an entirely consensual ride which generally involves vomiting your childhood into a paper bag at the end.
Things to note:
- A door once opened can open both ways. If your character is genius-levels of clever emotionally or intellectually, they can take a peek into his mind, too, for as long as physical contact is kept.
- He can unlock your memories and lock them away. This is handy for amnesiacs. However, he can't give you back anything Wonderland took away. Obviously. Memories locked away can still be taken by Wonderland; a lock only means the owner (and intruders) can't access them.
- He can transfer flashes of his own memories to another but he's extremely unlikely to do this.
To rummage around another's mind, he needs:
- Permission. Because he's not an asshole and he'd never force his way into someone's brain. Not even an enemy's. (Unless his friends got hurt. Then everything is fair game.)
- To make physical contact such as touch the temples of your character's head or headbutt them. You're safe for now, Bill Cipher.
